Background:(

HelpAge India is secular, not-for-profit organization registered under the Societies' Registration Act of 1860. We wereset up in 1978, and since then have been raising resources to protect the rights of India's elderly and provide relief to them through various interventions.

HelpAgeIndia’s healthcare programme cater to specific healthcare needs associated withold age has been pioneered since 1982 with the concept of Mobile Medicare Units(MMU) programme that seeks to take healthcare to the doorstep of theneedy. Today, the MMU programme, represents a flagship programme and is recognized as the largest such mobile healthcare service in the Asia as per thethe Limca Book of Records. Presently,the mobile fleet of more than 80 MMUs annually provide 1.75 million treatmentsand basic healthcare services to around 2 lacs elderly at more than 870community locations across 21 states. 90 districts in India

HelpAge India is currently planning to expand its MMU programmeto more districts in the India and thereby increase HI’s outreach in India’smost poor and difficult areas.

In this endeavor we are looking for consulting agencies/ firmswho can provide us technical assistance in conducting technical studies forsite selection and in conducting baseline survey of poor and needy householdsin the identified locations.

Interested agencies willing to work anywhere in India arerequested to send in their detailed proposal and financial quotes in sealedenvelopes clearly marking <Proposalfor Site Identification and Baseline survey of beneficiary households>,

Sealed proposals received prior to the time and date specifiedabove. Proposals received after said time and date will not be accepted orconsidered.

Detailed Scope of Work

The scope of work included the following:

• Maintainingregular contact with HI Head Office (HO)/ State Office (SO) team

• Establishingcontact with sponsors officials in project area & Zonal Office

• Identifyingthe villages in the proposed MMU location in consultation with local sponsorofficials and HI team (wherever necessary)

• Visiting MMUlocation and all identified villages in each location in order to preparedetailed operational plan (site schedule).

• Activeconsultation with the major stakeholders in the identified villages to elicittheir opinion regarding inclusion of their village in the project andsoliciting their active participation during the implementation period of theproject, i.e. three years

• ConductingBaseline Survey in each location consisting of a number of villages or

• GramPanchayats (GPs) by recruiting local investigators/surveyors in order to arriveat the exact number of elders in each village and location (combination of manyGPs/villages)

• Identifyingcentral locations in consultation with HI and sponsor for establishing theproject office where the MMU staff would gather, stocks would be kept, recordswould be maintained and MMU would be parked during non-functioning days andhours.

Major Deliverables:(

• Site-wisereports, outlining the basic facts, list of villages identified and agreed withsponsor Site Manager, MMU parking and operational places, other importantcontacts of sponsor and local community leaders, Health facilities available inthe areas, representatives of local administration etc.

• Identificationof probable human resource who can manage the programme at the local level anddeliver the health services efficiently.

• A list ofplaces in the GPs or villages where the MMU could park and offer healthservices to the elderly in each site. With the nearest land mark etc. andapproximate distance from the proposed base.

• BaselineDatabase on beneficiaries (number, disease pattern, age group, etc.) collectedthrough the Baseline Survey in each site in HelpAge India Health MIS software.

Livelihood Intervention Models for

The Poorest Areas Civil Society Programme (PACS) is an initiative of the UK Government’s Department for International Development (DFID), to work with civil society in India, to help socially excluded groups claim their rights and entitlements more effectively. PACS covers 90 districts in five states- Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh and Uttar Pradesh

The seven year programme (2009-2016) supports civil society organisations (CSOs) promoting inclusive policies, programmes and institutions at local, district and state levels. PACS targets socially excluded groups: scheduled castes (SCs), scheduled tribes (STs), Muslim minorities, women, girls and people with disability (PwD). The programme is managed by the IFIRST (Indian Forum for Inclusive Response and Social Transformation) Consortium on behalf of DFID. IFIRST is led by Christian Aid, along with Caritas India, Indian Institute of Dalit Studies, ACCESS Development Services, and Financial Management Services Foundation.

PACS is keen on partnering and supporting inclusive business models for improvement of livelihood for socially excluded groups in its identified intervention districts\states, which can demonstrate sustainable impact in terms of enhancement of income and skills of the targeted households. These interventions should be in one or a combination of more than one in the defined sector \sub sectors as outlined below.

Roles and responsibilities of PC

o Oversee all the M&E activities in the project

Counsellor

Key FunctionsThe Counsellor is key focal person responsible for providing overall psychosocial counselling support to PLHIV including children, families and members from the HRGs who frequent the CSCs. The counsellor will work closely with ORW and community (peer led) counsellors and equip them with skills on developing support groups, providing peer counselling and counselling support on selected thematic areas.

Educational Qualification: Graduate with 2 years relevant experience

Roles and responsibilities of Counsellor

o Provision of advance level counselling on selected themes to PLHIV beneficiaries in the project.

1. Understand the sub-group-specific special needs in counselling (e.g. PLHIV from HRGs, children and families infected and affected by HIV)

2. Counseling on bereavement, emotional and spiritual well-being of PLHIV which will have bearing on their psychological health.

3. Counselling on reproductive health and child bearing

4. Drug/alcohol and substance abuse counselling

5. Advice on legal rights

6. Nutrition/Health talks /dietary counselling and conduct nutrition assessment

7. Information sharing (related to the HIV disease, death, quality of life etc.)

8. Counselling of children infected and affected by HIV by assisting in varied activities like Life Skills Training, Talent promotion, Recreational activities, Child protection issues, Formation of children support groups, Youth clubs, Sports activities, Family support groups

o To ensure that PLHIVs , where necessary , are linked to other services/service providers both within the CSC and outside (as part of linkages established by the CSC as part of Vihaan)

o To provide family counselling, advance psychosocial, treatment education, adherence, SRH etc at the CSC with PLHIV clients/caregivers who visit CSC.

o Facilitating the process of capacity building of community counsellors.

o Help the ORW in organising support group meetings (SGM)and also facilitate these meetings.

o Periodic field visits in conjunction with community counsellor and ORW to meet with members of PLHIV community and their families.

Key Functions: ORW will be the overall lead to the field Team of the CSC. ORW will identify and facilitate registration of PLHIVs including those with special needs (children, HRGs) under the programme. In conjunction with community counsellors, they will provide support and education on treatment, nutrition to PLHIVs. They will also maintain records of beneficiaries they serve. ORW involve PLHIVs in community based programs and activities and help them lead a healthy life style and live positively.

Roles and responsibilities of ORW

o Identification and registration of PLHIV including those from HRGs under CSCs

o Conduct field visits, participate in awareness generation activities

1. Conduct home visits with the community counsellor, registered PLHIV and affected families to provide treatment education, education on prophylaxis (adults & children), on OI infections, respiratory infections, nutrition education, healthy lifestyles and positive living and psychosocial support

2. Track LFUs(ART and Pre ART) and report back on the status

3. Liaise with and conduct regular visits to respective ART centres assigned by the coordinator

o Provide home based care services in accordance to the guidelines developed under the program

o Develop of work plan

1. Responsible for weekly report writing, record keeping MIS.

o Facilitate networking among partner NGOs, CSC linkages with other programs/services

1. Provide functional referral services through effective linkages with public health and private service providers and ensure accessibility of services through regular home visits

1. Organizing community events with the help of community counsellors and DLN. health camps, fairs etc

2. Organizing and participating in advocacy activities including rapport building with other stakeholders both within government and in the community.

3. Liaise with AWC and ASHA, referral of eligible children and pregnant women to access supplementary nutrition from AWC

4. Liaise with community leaders, local clubs and other social organizations to enhance their involvement in the program

o Assist the project in the recruitment of suitable community counsellors.

o Facilitate filling of forms and collect them from households for social entitlements and schemes - hand over to the PC.

Educational Qualification:12th pass with relevant experience and from PLHIV community

Key functions: Key link between the CSC and the field in all matters relating to counselling. S/he will also play an important role of linking beneficiary PLHIV to the project, linking the CSC with the PLHIV networks and also in the advocacy activities in the project

Roles and responsibilities of Community Counsellor

o Conduct sensitization meeting with village panchayats(PRIs) and key stakeholders on issues of care and support and prioritize PLHIV and affected families for availing social entitlements and schemes

o Community advocacy with local stakeholders

o Liaise with local Positive networks(wherever CSCs are managed by NGO)

o Encourage and counsel partners/spouses and children for early testing and accompany and refer family members and partners for ICTC and other health referrals

o Formation and strengthening of support groups of adults and children in the respective field areas with the help of Counselor and PC

o Support outreach

1) By providing first stop counselling services in the field for PLHIV and families on treatment education for people who are on ART and not on ART.

o Set the tone for advance counselling at CSC by providing basic psycho-social support to PLHIV who are on ART and their family members

o Activities :

1) Assist the ORW in providing referral services to other service providers ,home visit and follow-up visits for PLHA on ART

2) Attend the training programs organized by the DLN/NGO

3) Maintaining records/registers and submits monthly reports to the DLN.

o Play an assist (to ORW and other CSC staff) or lead role in project activities that require the presence of community members e.g. advocacy initiatives.

o Generate demand for Welfare programs/schemes and facilitating identification of beneficiaries

The Position: English Teachers ( Part Time)

• We require teachers to provide English language instruction under the auspices of the U.S. Consulate’s English Access Microscholarship Program to 13-18 year old students from disadvantaged communities. • The project will commence from the 2nd week of June 2013.

• One hundred students will be given Micro-scholarships by the Regional English Language Embassy, U.S. Embassy, New Delhi, and these students will be taught in groups of 25 by 4-5 teachers. The session will be held for 5 hours a week (each session is 1 hour) between 4 and 5 p.m.

Responsibilities:

• -to teach English language to students from disadvantaged communities for 5 hours per week according to the Access program curriculum

• -to ensure routine documentation related to activities and thematic areas covered during teaching

• To conduct initial and periodic assessment of students’ performance

Requirements:

• At least three years of teaching experience

• Willingness to learn and adopt new approaches to education

• Willing to teach for the duration of the period
